Added UTF-8 functions.

We want to use UTF-8 everywhere.  To that end we use new functions that
will convert strings between UTF-8 and UTF-16.

Before doing anything at all we set the console, if we have one, to
codepage UTF-8.  Before exiting we restore the console codepage to
whatever it was before.
